She’s gleeful to add to her tally of nearly 300 motorists she’s reported for parking in handicapped spaces without proper permits. She’s nabbed two Philadelphia Eagles players, mail trucks and so many college students that Rowan University has barred her from campus.
Cottrell, 53, is an activist, not a police officer. Under New Jersey law, she’s allowed to report handicapped parking violators, and police and prosecutors are required to take them to court.
Police in Glassboro have known Cottrell for years. She’s a one-time borough council candidate who makes it a point to call when something she thinks is wrong – like adults drinking alcohol near school-bus stops.

As a close neighbor and long time resident of Glassboro, Ms. Cottrell’s reputation precedes her. She regularly tattles on her neighbors to police. I call it tattling because of the nature of the reports. I am not making this up, this is not exagggerated in any way. Some examples include a handicap parking ticket, WHILE PARKED NEXT TO A HANDICAP SPOT, parking in a fire zone AT A TRAFFIC LIGHT, and stalking while sitting outside the home of the accused, whom was at the home all day.
Her and her boyfriend, R. Holland, regularly patrol the streets looking where the law is not being enforced. They take it upon themselves to corner potential violators. Mr. Holland isn’t a model citizen – he was arrested for impersonating a police officer during one of their boondoggles.
